Data is now the world’s most valuable resource, and businesses around the world are transforming themselves to take advantage of this phenomenon. Companies seeking to survive in this era of digital transformation have realized that in today’s data-driven economy, privacy has become the proxy for trust. If they allow their customers’ privacy to be breached, then trust in the business relationship is lost.


In order to strengthen and enhance trust relationships with business partners and customers, companies are beginning to view data privacy compliance as a strategic differentiator. Previously, management’s goal was “zero defects”. With the advent of customer experience, the goal became “zero defections”. Today, the goal is “zero breaches”.


In this learning session, participants will receive a copy of the workbook, “A Data Driven Operations Management approach to Data Privacy Compliance” and will be guided through key activities which are critical for complying with Republic Act 10173, the Data Privacy Act of 2012.

This learning session will be facilitated by Dondi Mapa, former Deputy Privacy Commissioner of the National Privacy Commission (NPC). He is co-author and signatory of the Data Privacy Act’s Implementing Rules and Regulations, as well as various other NPC circulars and advisories.

The specific objectives of this unique fun-filled learning experience are;

  • To be aware of one’s obligations under the Data Privacy Act, and the consequences of non-compliance,


  • To understand what compliance looks like, and how to get started on the journey towards compliance, and


  • To learn new skills and techniques that are critical toward achieving data privacy compliance.

  • For data protection officers and compliance officers for privacy, this workshop provides foundation skills. (Note: this learning session is a pre-requisite for the Intermediate DPC-102 and Advanced DPC-103 Data Privacy Compliance session.)



Session 1: Getting to Compliance

Understand what needs to be done to achieve compliance to RA 10173, its IRRs, and other issuances of the National Privacy Commission. Be aware of the consequences that may arise from being non-compliant to Republic Act 10173, also known as the Data Privacy Act of 2012.


Session 2:Building your PDI (Personal Data Inventory)

Guided by the facilitator, the participants will develop a PDI (personal data inventory) to understand their risk posture with regards to the personal data they collect and process.


Session 3:Conducting a PIA (Privacy Impact Assessment)

Guided by the facilitator, the participants will do a PIA (privacy impact assessment) for a case study. Participants will then develop their own plans for doing their own PIAs.


Session 4:Turning Promises into Reality

Looking at a sample privacy notice, participants will see how the clauses need to be translated into actual policies, procedures, contracts, data sharing agreements, and control frameworks.


Session 5:Preparing for the Inevitable

Participants are made aware of the ramifications of a data privacy breach, and start preparing for when it happens.


Session 6:Protecting what you Collect

Understand the difference, as well as the complementarity, between data privacy and information security.


Session 7:Establishing Privacy Governance

Understand the organizational requirements to achieve data privacy compliance.


Session 8:Meeting Registration Requirements

Understand the registration requirements established by the NPC.


Session 9:Beginning the Journey

Develop an action plan to ensure organizational priorities are set and momentum is established towards a compliance target.


Participants will be guided through workbook exercises and templates contained in “A Data Driven Operations Management approach to Data Privacy Compliance”. After each module, a variety of techniques will be used to maximize understanding, comprehension, and retention of the knowledge and skills imparted. These may include guided reflection, interactive surveys, and group discussions.

Damian “Dondi” Mapa has served in three administrations of the Philippine government; as a Commissioner in the Commission on ICT under President Gloria Macapagal-Arroyo, and as Deputy Commissioner in the National Privacy Commission (NPC) under President Benigno S. Aquino III and President Rodrigo Roa Duterte. He is a co-author and signatory of the Implementing Rules and Regulations of the Data Privacy Act of 2012 as well as various NPC circulars and advisories. In the private sector, Mr. Mapa has served on the Philippine

management team of the following ICT companies: Microsoft, Hewlett-Packard, Dell, Unisys, Hatchasia.com, James Martin & Co., and Andersen Consulting. His work experience includes postings in Chicago, Tokyo, Singapore, Jakarta, Nairobi, and Dar es Salaam.


In 2015, he was one of the recipients of the international P3 Impact Award, which is jointly given by the US Department of State, University of Virginia, and the Concordia Institute in recognition of innovative public-private partnerships that are improving the world in the most impactful ways. The award highlighted the partnership of Microsoft, DOST, BFAR, and USAID in using TV White Space (TVWS) technologies to deliver internet connectivity to remote areas of the Philippines, and in post-disaster recovery efforts.


Mr. Mapa has served as President or Board member of the following trade and industry associations: the Infocomm Technology Association of the Philippines (ITAP), the European Innovation Technology and Science Center Foundation (EITSC), the Telecentre.org Foundation (TCF), the Philippine Association for Open Computing (PASSOC), and the Unix Users Club of the Philippines (UUCP). He founded two business incubators in the Philippines: Hatchasia.com, and the School of Management Business Accelerator (SOMBA) of the Ateneo de Manila University.


Mr. Mapa graduated salutatorian of St. Louis Grade School in Dumaguete, Negros Oriental; Honor Section of La Salle Green Hills High School; and Business Management Honors Program of the Ateneo de Manila University. He has completed post-tertiary courses at IDRC (Ottawa, Canada), INSEAD (Fontainebleau, France) and the Darden School of Business (Virginia, USA).


In his spare time, Mr. Mapa works at the Marriage Preparation Foundation together with his wife, where they have served as Chaircouple, and as Lay Chaplains of the Discovery Weekend.
